JOB SUMMARY
Responsible for providing analysis, research, advice, and direction regarding voice regulatory and legislative issues. This position may supervise other regulatory subject-matter experts in support of Charter’s business objectives. Prior experience with wireline telecom/VoIP state and federal legislation, and regulations, are essential.

MAJOR DUTIES AND RESPONSIBILITIES
Actively and consistently support all efforts to simplify and enhance the customer experience.

Review and provide comments on state and federal voice legislation and regulations, prior to and following enactment.

Manage internal compliance with state and federal telecom/VoIP regulations and legislation, including regular compliance reviews; wireless regulatory experience a plus.

Summarize business impacts from new and changing state and federal telecom/VoIP regulations and legislation, and coordinate with stakeholders to facilitate necessary operational changes.

Experience with government voice subsidy programs (i.e., Lifeline, E-rate, RHC and CA Teleconnect Fund) and service quality reporting and compliance.

Work effectively with internal stakeholders to provide timely and accurate regulatory guidance.

Perform and coordinate regulatory research and analysis, as needed.

Prior experience managing regulatory subject-matter experts.

Performs other duties as requested by supervisor.

REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge

Ability to read, write, speak and understand English proficiently
Ability to communicate in a public forum and perform business negotiations
Ability to communicate orally and in writing, in a clear and straightforward manner, with all levels of organization
Strong project management skills
Ability to maintain confidentiality
Ability to maintain relationships with state utility commission staff
Ability to prioritize and organize effectively
Ability to use a personal computer and software applications (i.e., Microsoft Word / Excel / PowerPoint / Outlook)
Knowledge of federal, state telecom/VoIP regulations
Knowledge of wireline and/or wireless telecom products and services
Strong analytical skills
Demonstrated ability to perform research and synthesize for management

Education
Bachelor's degree in business, economics or related field, or equivalent experience
Master’s degree a plus

Related Work Experience Number of Years
Wireline/wireless telecom regulatory work experience 10+
Supervisory experience of telecom professionals 5+

Office environment

Travel
Expected to be 10% or less
