VP, Telephone Regulatory – Wireless

The VP, Telephone Regulatory – Wireless provides legal support to Charter’s competitive wireless voice business, including working closely with members of the Telephone Regulatory team and other stakeholders, including, Product, Marketing, Legal, Government Affairs, Circuit Operations and Engineering. Responsibilities include providing legal recommendations to management; researching state and federal wireless legal principles and precedents; managing outside counsel; drafting and preparing legal documents; and providing legal guidance to team members in developing pragmatic solutions to operational issues.

Actively and consistently support all efforts to simplify and enhance the customer experience.

Reviews and interprets relevant statutes, and state/federal orders, to further compliance and legal recommendations to company stakeholders.

Prepares and presents compliance and legal briefings to management.

Coordinates and manages outside counsel effectively.

Represents company in legal and wireless regulatory proceedings, directly and/or through counsel.

Participates in development of strategic advice and policy guidance to internal clients.

Researches, drafts and revises comments, state/federal legislation and rulemaking impacting wireless service.

Intakes questions from stakeholders concerning legal topics related to wireless service; understands requirements for resold and facilities-based wireless.

Negotiates reviews and drafts wireless business agreements and interconnection/traffic termination agreements, both directly and through counsel.

Keeps informed of wireless-specific regulations and ensures that stakeholders are informed of new rules, statutes and any compliance obligations.
Works collaboratively with stakeholders and members of the Telephone Regulatory team to help ensure effective compliance results for company.

Performs other related duties as requested.

Skills/Abilities and Knowledge
Ability to read, write, speak and understand English proficiently.
Excellent written and oral communication and interpersonal skills with the ability to effectively communicate Company’s position to internal constituents and government officials.
Strong working knowledge of wireless communications law, including specific experience with legal issues before state/federal regulatory agencies.
Deep understanding of wireless telecom regulations, in particular from a competitive perspective.
Understanding of VoIP regulations preferred.
Ability to work in a team-oriented environment while handling multiple projects/assignments under tight deadlines in conjunction with other team members and/or counsel.
Combination of firm and corporate legal experience supporting competitive wireless telecom/VoIP companies desired; prior corporate legal experience required.
PC Proficiency including MS Outlook, Word, Excel and PowerPoint.

Juris Doctor Degree from an accredited U.S. law school; top tier law school preferred.
Admission to State Bar in which attorney practices.
