The Highlights
The Government Programs Analyst provides dedicated account support for customers participating in the Schools and Libraries Program (E-Rate), Rural Healthcare (RHC), California Teleconnect Fund (CTF), and other government subsidized programs. The total federal and state funding for all programs listed above is $4.44B (E-Rate ($3.9B), RHC ($400M) and CTF ($147.5M)). The Government Subsidized Program Analyst I is directly responsible for managing Charter Communications’ role in this business. Currently, this position manages over $200M annually in eligible program revenue.

This position will assist internal and external clients with program eligibility rules and profitability for custom proposals. They are also responsible for managing and coordinating all aspects of customer billing and resolving escalations. They ensure all accounts are compliant with the program requirements and retain client information in accordance with Charter policies and regulatory requirements.

What You Will Do
  • Actively and consistently support all efforts to simplify and enhance the client experience
  • Use proficient knowledge in all government subsidized programs, including program eligibility rules, filing deadlines, funding criteria, financial discount formulas and forms
  • Serve as the subject matter expert on Charter policies and processes, including account setup, account hierarchies, billing, invoicing, payment processing and collections
  • Understand the basic to advanced functionality on proprietary systems including Salesforce, CSG, ICOMS, SharePoint, and how they are used to enable participation in government subsidized programs
  • Directly responsible for working with the governing bodies of all programs to include the Universal Service Administrative Company (USAC) and/or the California Public Utilities Commission (CPUC)
  • Monitor multiple Salesforce dashboards and ensure the requests are processed within established service level agreements
  • Assist sales representatives in complying with regulatory and government requirements for E-Rate, RHC, CTF, and other government subsidized programs. This includes collecting and retaining required information during the pre-sale and post-sale process and communicating with customers about funding requirements
  • Identify new sales opportunities and disseminate to the sales organization
  • Assist with sales proposals and request for proposal (RFP) responses. Ensure they are compliant with government subsidized program rules
  • Collaborate with other departments to address client issues and questions
  • Perform multiple account management activities, including contract review, product eligibility, assist with funding requests, account setup, calculating customer discounts, billing set-up, invoicing and payment processing
  • Perform government invoicing and payment processing
  • Manage delinquencies by performing collection efforts
  • Assist clients with government required forms, filings and initiated audits
  • Perform client billing reviews
  • Contact clients to resolve billing issues/escalations. Work closely with the Sales, Client Services, Commercial Customer Care Center and Service Activation teams on billing issues and concerns
  • Maintain knowledge about current features and functions of company products and procedures
  • Maintain and update internal databases with all required information. Assist with preparation of reports for submission to regulatory agencies and/or GSP leadership
  • Utilize internal control procedures and perform internal, department-initiated audits to ensure billing, discounting and government invoicing accuracy and compliance with program requirements
  • Assist Regulatory, Fiscal Ops or other internal departments with internal and external audits
  • Gather and present bi-weekly/monthly/quarterly requests to GSP leadership
  • Handle escalations
Required Keys for Success
  • Two years of Financial and/or data analysis experience
  • Two years of Sales or relationship-management experience
  • Two years of Project management experience
  • Two years of CSG/ICOMS or other billing system experience
  • Two years of Experience with Salesforce platform or similar application
  • One or more years of Operations experience
  • One year of Experience with SharePoint
  • Ability to read, write and speak the English language to communicate with co-workers, customers, and government agency personnel in person, on the phone, and by written communications in a clear, straight-forward, and professional manner
  • Ability to prioritize, organize and handle multiple projects and tasks simultaneously, while working calmly, quickly and accurately in a fast-paced, high-stress environment with multiple priorities
  • Self-motivated with the ability to work independently and manage multiple projects at once
  • Well versed in analyzing data, applying complex information and general ledger knowledge
  • Exhibit professional courtesy and patience with both internal and external customers
  • Excellent interpersonal skills with a can-do attitude, diplomatic approach, confidence and comfort around peers and leadership team
  • Ability to develop strong relationships with cross-functional teams

  • Proficient using personal computer and software applications (i.e., Microsoft Word, Excel, Access, Outlook and PowerPoint)
How You Will Stand Out from the Crowd
  • Two years of E-Rate, RHC, CTF or other government subsidized program experience
Your Education
  • Bachelor’s Degree in Accounting, Business, Finance, Marketing or a related field or equivalent experience (required)
