VP, State Regulatory Affairs

Responsible for directing regional regulatory strategy for the company, managing government regulations, monitoring state regulatory proceedings, and maintaining positive industry and government engagement.

Interface with relevant state agency officials as well as with the organization to actively understand and improve overall business impact of regulatory decisions and state actions. Coordinate and manage company stakeholder input to advance the company’s strategy and regulatory objectives.

Supervise outside counsel in drafting filings with state regulatory utility commissions. Act as key contact to relevant state trade associations and industry representatives on important regulatory issues.

Manage and coordinate state/local broadband grant funding opportunities with relevant business units and state agencies within the region.

Actively and consistently support all efforts to advance business goals and enhance the customer experience.

Develop and define company positions on regulatory issues and create and execute strategy for achieving state regulatory goals.

Actively monitor, analyze, and assess the impact of pending and potential regulatory proceedings on the company and design strategies to further the company’s business objectives.

Develop and draft strategic proposals and support documentation regarding state regulatory agencies.

Build relationships with companies and outside advocacy groups to support and achieve regulatory objectives.

Supervise and direct outside counsel in the development and drafting of state regulatory filings.

Provide expertise and guidance on state regulatory matters.

Prepare and present company positions before regulatory authorities and at public events.

Develop and maintain professional contacts with state government officials and agencies.

Coordinate with business and legal contacts regarding regulatory strategy and compliance.

Manage interaction with business and government agencies on broadband grant programs, challenge processes, and related buildout activities.

Assist in identifying and escalating legal compliance issues to the appropriate corporate legal contact.

Coordinate with Communications and External Affairs teams as needed to support positive media relations and third party relations.

Perform other duties as requested.

Skills/Abilities and Knowledge
Ability to read, write, speak and understand English

Excellent written and oral communication and interpersonal skills with ability to effectively communicate to internal constituents, industry and trade association representatives, and government officials.

Ability to work in a team-oriented environment while handling multiple projects/assignments under tight deadlines in conjunction with other team members and/or counsel.

Ability to read, analyze, and interpret common technical journals, financial reports and legal documents.

Ability to read, analyze, and interpret statutes, regulations, agency notices, and public filings.

Ability to use personal computer and software applications (i.e., word processing, spreadsheet, presentations, etc.).

Ability to work independently, but also collaborate with colleagues, peers, and other internal and external constituencies.

Ability to present information to senior management and other internal and external audiences.

Knowledge of telecommunications and cable, including, voice, video data and mobile products and services.

Familiarity with state and local franchising processes.

Detailed knowledge of state administrative/regulatory procedures and processes.

Bachelor's degree
Juris Doctor Degree from an accredited U.S. Law School.
Active license to practice law
