JOB SUMMARY
The Data Quality Specialist II position will be a key enabler of Charter Data Quality strategy, and will be highly influential in helping to shape its future direction to meet our needs for high quality complete, accurate and timely data in Charters BI product and solutions. This role requires a highly skilled and motivated professional who can efficiently maintain and assist with data quality analysis and data validation including design and implementation of controls, validation and reconciliation processes across Enterprise Data such as Customer, Product, Engineering, Financial, and Employee critical data.
The position will work within the overall BI Data Strategy & Operations function including Data Governance and Data Architecture functions with the purpose to enable data as a valued asset across the enterprise with specific focus on reliability and quality of enterprise data.

MAJOR DUTIES AND RESPONSIBILITIES
Serve as the specialist on all matters related to the implementation, training and monitoring adoption of Data Quality within distributed data management teams

Lead impact analysis process to identify any upstream/downstream implications as it relates to enterprise data changes

Define and execute test cases to ensure data integrity and changes are effectively implemented

Continuously improve data quality across enterprise data

Work with analytics and data engineering leaders to identify and drive data quality standard methodologies and consistency that align analytics & data science priorities to a data quality strategy and roadmap

Establish reusable process tools and best practices for Data Quality analysis, tracking cleansing and escalation

Work closely with Data Governance team on quality metrics necessary to drive improvement and demonstrate execution of greater strategy.

Establish clean process for managing Business Rules to align to Data Quality metrics

Define and implement approach to clean up of enterprise data with respect to enabling value in historical data required in reporting and analytics across the business.

Lead the process of identifying opportunities to improve data quality alignment in accordance with the business objectives

Conduct data discovery stakeholder interviews

Identify data sets, develop data flows, understand data-related processes and identify key data issues for each application

Responsible for tool implementation and maintenance needed to perform quality processes for master and reference data

Provide analysis of complex data issues, root cause analysis and resolution

Define and develop foundational procedures and technical solutions to ensure successful execution of the Data Quality Framework

Evaluate large datasets, address and resolve reconcilable discrepancies through daily data analysis, find opportunities for continuous data improvement

Enforce quality assurance guidelines, control standards, and coordinate tactical day-to-day data management activities

Present updates, changes, and fixes to key partners on a regular or as-needed basis

Perform other duties as requested

REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
Experience in Data Quality automation and testing experience as a part of a continuous delivery and deployment Bi ecosystem
Knowledge of statistical computer languages to manipulate data and draw insights from large data sets
Proven ability to identify automation opportunities within current analytics processes and work closely with architecture team to implement the solution
Strong mathematical and problems solving skills with a keen eye for identifying trends and data anomalies
Working knowledge of Data Governance, Data Quality and Data Lineage concepts is required
Working knowledge of Data Quality tools such as Trillium, Ataccama, Information Builders iWay, or other such tools is required
Strong knowledge of and experience with data visualization/reporting packages (Tableau, Microstrategy, Spotfire, etc.), databases , and programming (XML, JavaScript, or ETL frameworks)
SQL language proficiency with at least one of the common database platforms such as Teradata, Redshift, Netteza, Oracle, and/or DB2 database management systems.
Ability to turn vague concepts and asks into well-documented and effective business metrics and insights
Strong knowledge of products, processes and business practices
Highly detail oriented and organized with the ability to multi-task and work in a very fast paced environment
Excellent communication and presentations skills and ability to lead meetings effectively
Has successfully managed project/product implementation through partnerships with cross-functional teams, both internal and external
Proven ability and demonstration of leadership skills, with emphasis on driving change across a diverse set of stakeholders
Demonstrable understanding of business and data strategy and how it’s connected to Data Governance, as well as strong process orientation/improvement skills to ensure governance delivers sustainable processes
Ability to exercise discretion on sensitive or confidential matters
Ability to communicate complex engineering design and plans in written form.
Expert knowledge of Data Management Principles and Data Quality Improvement
Experience with Big Data processing frameworks such as MapReduce Spark, Yarn, HDFS, S3, Kafka
Working knowledge of a Business Process Management tool is a plus
Experience working within an AWS environment a plus

Education
Advanced Degree in a quantitative discipline, such as Mathematics, Economics, Finance, Statistics, Computer Science, Engineering or related field

Experience using Data Science tools 2+
Experience with Collibra Data Governance a plus
Experience in cable or another telecommunications service provider is a plus
Understanding of web and mobile technologies preferred
