JOB SUMMARY Reporting to the VP, Law-Policy, this role is responsible for establishing the direction, management and compliance of state and federal broadband funding regulations for voice and data communications services and government programs such as E-rate, Rural HealthCare, which includes planning, research, guidance and support of marketing/sales and operations initiatives. This role provides legal and regulatory guidance and serves as a liaison to all internal stakeholders in the analysis and implementation of state and federal regulations.
MAJOR DUTIES AND RESPONSIBILITIES Establish and maintain an effective relationship with State and Federal Regulatory Commissions
Analyze and provide regulatory opinions and recommendations to business units, Government Affairs and leadership on new and revised state and federal regulations
Align business policy with state and federal regulatory initiatives
Direct and manage state broadband funding program processes and legal review
Review and draft broadband funding agreements and compliance checklists
Create policy memoranda and advises on options for company policy in response to regulatory changes
Assist with the regulatory support of residential and commercial services, new and existing initiatives, in the form of comments in regulatory proceedings before state and federal regulators
Evaluate and provide timely analysis of state and federal regulations (i.e. Orders, Dockets, Notice Proposed Rulemaking, and legislation) with recommendations accordingly
Coordinate and communicate with appropriate key internal stakeholders the regulatory changes to ensure regulatory compliance and mitigate company risks and liabilities
Coordinate and manage outside counsel associated with a variety of regulatory and policy matters across all lines of Charter’s business
Perform other duties and projects as required
REQUIRED QUALIFICATIONS Skills/Abilities and Knowledge Ability to read, write, speak and understand English Knowledgeable of federal and state administrative matters Knowledge of communications regulations or experience working for a voice or video company a plus but not required Ability to analyze and interpret data and regulations Ability to quickly identify problem areas Ability to communicate orally and in writing in a clear and straightforward manner Ability to communicate with all levels of management and company personnel Ability to make decisions and solve problems while working under pressure Ability to manage multiple projects at one time Ability to prioritize and organize effectively Ability to show judgment and initiative and to accomplish job duties Ability to communicate in a public forum and perform business negotiations Ability to develop and maintain relationships with government agencies Ability to supervise and motivate others Ability to influence others to the desired results Ability to use personal computer & software applications (i.e. Word, Excel; PowerPoint) Ability to accomplish the task at hand with a full vision of interdepartmental impacts
Education Law Degree from an accredited law school
Related Work Experience Number of Years Experience negotiating, editing and drafting agreements 3-5 Telecommunications experience a plus 3-5 Regulatory experience with state and/or federal administrative agency is a plus 3-5
