The mission of the NOC is to protect, improve and support a superior customer experience. Our NOC engineers identify network issues when they arise and escalate them to the proper fix agents. We’re driving quick and high-quality resolutions. NOC teams also ensure successful network Change Management, perform Root Cause Analysis of outages, and develop processes for standardizing work and partners with vertical teams with solutions for Continual Service Improvement. Our reporting and metrics teams provide data and analyze reports to enable support of all Network Operations.

JOB SCOPE
The Sr Dir, Network Engineering is a strategic partner to the business and is responsible for the high level, design and execution for Charter’s regulatory compliance obligations, and special projects.. The position has oversight to a team of engineering professionals responsible for managing workflow design, service architecture, regulatory inquires and business support. The Director has direct oversite and accountability for building and maintaining effective customer and vendor relationships to ensure the team provides accurate and up-to-date information on Charter’s services, products and capabilities.
DUTIES AND RESPONSIBILITIES
- Lead teams in the development, documentation, execution, compliance, and revision control of Net Ops regulatory requirements
- Provide vision and strategy for process and/or solution enhancements, augments and strategic customer initiatives to ensure accuracy with the compliance of Net Ops regulatory requirements.
- Develop and manage relationships with internal and external customers, suppliers and departments to ensure cohesive and collaborative communication
- Drive continuous improvement initiatives resulting in increased accuracy, as well as scalable and efficient processes within Net Ops regulatory requirements.
- Direct teams to provide capital costs for custom solutions and to ensure compliance with Net Ops regulatory requirements.
- Evaluate technology and service enhancements related to, services and customer experience
- Directs and manages program compliance and accurate, timely guidance on complex regulations in regards to Charter services (i.e. voice, data, internet, long distance).
- Oversees the regulatory support of residential and commercial services, new and existing initiatives, in the form of both state and Federal regulatory requirements.
- Ensures the accuracy and timeliness of state and federal reporting and additional monthly, quarterly and annual state regulatory compliance reports.
- Evaluates and provides timely analysis of state and federal regulations (i.e. Orders, Dockets, Notice Proposed Rulemaking, and legislation) with recommendations accordingly.
- Coordinates and communicates with appropriate key internal stakeholders the regulatory changes to ensure regulatory compliance and mitigate company risks and liabilities.
- Directly responsible for development and engagement of employees within the workgroup
- Oversee subordinate supervisors or managers; has authority and exercise independent judgment to hire, direct, transfer, promote, discipline, discharge or reward other employees, or effectively recommend such action
BASIC / MINIMUM QUALIFICATIONS
- Bachelor's degree (B. A./B. S.) from four-year college or university; or equivalent training, education and experience
- Minimum twelve (12) years of Engineering and / or network Operations experience
- Minimum nine (9) years of Management experience
- Minimum five (5) years of Project Management experience
REQUIRED JOB QUALIFICATIONS
- Experience establishing, documenting and communication of Network Designs and Architecture
Experience with customer or network support in a Service Provider environment
Experience with Cisco, Juniper and/or Alcatel-Lucent Layer1, Layer2 and/or Layer3 network elements
Experience with network and solution cost models, analysis and methodologies. - Demonstrated ability to manage and execute on multiple, critical projects simultaneously
- Excellent strategic, leadership and problem solving skills
- Strong interpersonal and professional communication skills
- Ability to lead a team, driven consensus and build trust while leading a team to achieve operational goals
- Understanding of Ethernet, IP and TDM based networks and architectures
- Understanding of routing protocols, network topologies and Metro Ethernet Forum (MEF)
- Technical Specifications
- Understanding and vision related to Network change or augment while measuring and contemplating the risk and benefit
- Industry knowledge of Carrier Ethernet and related product suites
- Ability to lead a diverse group of individuals, ideas and methodologies
- Ability to consistently deliver high level designs that follow industry and TWC Engineering standards and best practices
- Must be customer focused and service oriented
- Strong business planning and forecasting skills
- Strong analytic, organizational, and problem solving skills
- Ability to analyze data and develop and present data driven reports
- Ability to document, prepare and present executive level presentations
PREFERRED QUALIFICATIONS
- Working knowledge and experience with Network Planning, Design and/or Architecture
- Vision and desire to succeed while working with a group of diverse personnel under a corporate construct
- Masters Degree

The base pay for this position generally is between $138,800.00 and $246,400.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
