JOB SUMMARY
Reporting to the GVP, Benefits & Employee Services Center, the VP, Benefits is responsible for the overall design, implementation, communication, and administration of the organization's benefits programs. Develops the corporate benefits strategy and recommends new and/or improved employee benefit plans and cost-saving measures. Ensures compliance with all legal requirements of various employee benefit programs, annual plan document updates, benefits administration system and is responsible for assisting with the comprehensive employee benefits communication strategy. Works with senior leadership to evaluate success of existing benefits programs.


MAJOR DUTIES AND RESPONSIBILITIES

  • Actively and consistently supports all efforts to simplify and enhance the customer experience.
  • Lead the development and communication of the long term benefits strategy.
  • Plan, research and design benefit programs to ensure long term financial success of the organization.
  • Deliver competitive benefit programs to employees by incorporating latest developments in the field of health and welfare benefits while balancing the financial impact on the Company, the financial impact on employees, administrative burden, and benefits philosophy.
  • Ensure that existing programs are current with regard to trends, practices and costs.
  • Generate and foster key partnerships across the Company (e.g., Finance, Accounting, Risk Management, Payroll, HR Technology, Human Resources Employee Service Center and Legal) in support of effective management of all benefits programs.
  • Responsible for selection, support and supervision of the personnel involved in the development, implementation and maintenance of the company’s benefits programs and benefits administration system.
  • Responsible for overall health & welfare vendor management, ensuring administration and member services are delivered within contractual agreements.
  • Conduct regular meetings with consulting and benefits vendor partners.
  • Research best practices and trends in the benefit arena and propose alternative solution for consideration by Charter in terms of cost, risk to the company, employee needs and legal implications.
  • Identify, implement and report on metrics for benefits effectiveness.
  • Prepare Executive-level presentations on key benefit programs, changes and recommendations.
  • Coordinate reserve analysis for adequate funding of all benefit programs.
  • Establish the annual company-wide benefits budget, track spend to budget, and provide recommendations.
  • Ensure legal compliance of benefit programs, reporting and disclosure, including annual plan document updates and notifications.
  • Ensure accurate and timely preparation and filing of required regulatory reports and employee disclosures.
  • Ensure contracts are negotiated and executed on timely basis and with applicable performance guarantees in place.
  • Lead and direct the work of the benefits and benefits administration teams for effective internal customer satisfaction and responsiveness.
  • Oversee adoption and education assistance programs, cable services and relocation policies.
  • Performs other duties as required.

REQUIRED QUALIFICATIONS
Required Skills/Abilities and Knowledge

  • Ability to read, write, speak and understand English
  • Expert knowledge of state and federal laws affecting benefits, including ERISA, HIPAA, COBRA, FMLA, ACA, etc.
  • Strong understanding of varied approaches to funding benefit programs (self-funded, fully insured, etc.)
  • Strong ability to analyze and interpret data
  • Solid understanding of financial concepts and processes including forecasting, budgeting planning and a keen business acumen both generically and specific to the benefits arena
  • Ability to communicate complex, technical issues, programs, etc. to each level of the organization from front line employees to senior executives
  • Ability to influence senior leaders
  • Excellent organizational, strategic, planning, prioritization and implementation skills
  • Excellent written and oral communications skills; confidence to present internally and externally before varied audiences.
  • Expertise in formal project management methodologies and their implementation
  • Ability to maintain confidentiality
  • Ability to make decisions and solve problems while working under pressure
  • Ability to effectively manage competing priorities; energized working in a face-paced environment
  • Must be effective in team building, inclusion, accountability, and creating a culture of collaboration and continuous improvement

Required Education

Bachelor's degree in Human Resources or related field

Required Related Work Experience and Number of Years
Experience managing large company employee benefit programs - 12+
People and department management experience - 10+
